Intonation on any tuba, new, cut or uncut, is a complex subject. Many cut CC's have better intonation than factory CC's; many have worse.

Since front-action valves are generally preferred by the CC crowd, and large instruments with a tuning slide in the leadpipe are generally top-action (not all of them, but most), someone cutting a big tuning-slide-in-the-leadpipe top-action BBb would most likely replace not only the leadpipe, but the entire valve cluster as well, adding a tuning slide after the valves.

Regardless, my advice is the same: if you're set on replacing the leadpipe, find a decent brass technician who knows what he's doing and have him research what "stock" leadpipes are available--and go from there. It may mean traveling a bit to find someone to do this work, but if you want a good outcome, it'd be worth it, IMOHO.
