I have started and helped start several concert bands and certainly have learned (mostly through mistakes!) a lot about this. Two of the three I founded and conducted have survived quite well. There is a lot I would do the same and some things I would be smarter about if I ever do it again. Please feel free to send me an email and I will share with you some of the ways I've done it and how others I know have done it. There are lots of different avenues.
I will say, if you are going to start one, it may be the single most rewarding and exhausting thing you ever do.
