If you're driving from the west, and coming on I-295 between downtown DC and the Anacostia River, make sure that you take the 6th street exit, which puts you at the light for 6th. Go a couple lights further, then turn left under the bridge, and you'll see 8th & I show up on your right.
From the east, it's a little screwy. Okay, really screwy, especially from 295. For the out-of-towner, the best bet from 295 is to take the Pennsylvania Ave. West exit, head to 8th Street, then turn south.
Driving in through town from the north isn't anywhere near as awkward -- it's the weird ramps on that section of freeway that mess things up.
If you're staying at a hotel and have easy Metro access, get off at the Eastern Market metro stop. Once there, come off the escalator, walk forwards, and turn right around the Starbucks. Keep going south, past the 7-11, past Today's Pizza, and you'll see the Barracks on your left, on the eastern side of the street.
