I'd say that those "not particularly important notes" you mentioned are actually quite important, if for no other reason than the composer most likely decided that the tuba makes those sections worth a lot more.... "OK, this bit here isn't the peak, so I'll hold back on the instrumentation..." "OK, now here, I want the audience to say, 'Wow! Heck yeah,' and what should I put there to do that...hmm...Yes, of course, the tuba!"

FWIW, I'm more of an ensemble player (and listener), and I've never played tuba in an orchestra because jazz band meets the same night (I'd rather learn techniques & styles that we don't play in any other of our ensembles). So, my comments may be loaded, but I'm not. :)
