Most all horns are "demo horns". They are usually play tested by several people beforehand before you get to it. Sorta the same way it works at most car dealerships. If the horn plays equal to or better than a "new" horn and you are saving some money I would think the decision would be obvious. A "new" horn which may have no scratches is only that way for a few weeks anyway.
