I don't think you need to worry about slowing down your valves. Miraphone 186 CC's have come with the rotary casings vented from the factory, but I don't know if this has been consistently done throughout their history. As long as you don't play in a dust storm, you should not get significant amounts of dirt through the hole, and that's all I can think of that might slow the valves down.

The bigger concern is making a leak, and that's what you want to avoid. On some cheaper tubas, the casing might be a bit deformed between the two ports, and a hole there might be what it takes to make a leak. I'm theorizing here; I've never actually seen it, though I seem to recall hearing a report of it. It should not be a problem with a Meinl-Weston in any case.
