Like I said in my previous post, if it works for you fine. But it isn't the only way to do it. Besides, even if a great player is able to play pedal notes using a shift and sound great (obviously Tommy and Chester may be two easy examples), I would still argue (yes, even with them!) that the technique is inefficient and causes them to work harder overall to produce those notes. Why do I think that? Because I was taught by my teachers to shift as well and only after years of studying the process did I come to the conclusion for me that not shifting was the better choice. As with just about anything involving playing, you must find what works for you.

My opinion for what it's worth...
