This is what I believed. I was told once that the reason Holst marked the part Tenor Tuba in the planets was because he wanted it to sound similar to the tuba, but still to be played on euph. This meant using little vibrato. Unfortunately you hear so many euphs playing it with heavy vibrato that it takes away from the character of the piece. I also have a book that indicates that a euphonium is often "Referred to" as tenor tuba when used in orchestra.
