I would debunk that myth by saying the whole piece would have been a half step higher, making the trombone part the least of the worries range and pitch wise. As this was just a study in orchestration, Ravel did a great job of hitting the "sweet-spot" for each instrument. I think there is some creedence to the Miller/Dorsey story. Also, looking at the French solo literature of the time, both the horn and trombone parts reflect the tessitura of the Conservetoire test pieces. Take it for what it's worth.
