I have a very old non-compensated Besson euphonium which plays pretty well in the high pitch that it was designed for, but when the tuning slide is out far enough for modern pitch it has the same problem that you describe. (The tuning slide is in the leadpipe) I also have a salvation army euphonium of similar vintage and high pitch. Its tuning slide comes after the valves. I lengthened that slide and found that the third-partial F became flat compared to the rest of the series.
