One problem could also be manual dexterity, some youngsters just do not have the fine motor skills to do it at that early of an age. It really is an individual matter. You have to take into consideration the childs maturity and coordination not just his/her age. Where one child may be able to do it at the age of 4 or 5 another may not be able to do it until a later age. I see that when I start students on clarinet and flute in fourth grade (my day job!). Some kids just do not have the coordination in their hands to cover the holes on the clarinet or hold the flute correctly.
