Sounds to me like a good state school with a good all around program would fit the bill for you. You will get either a lot out of it or nothing depending on what you put into it. Most state schools, the larger ones at least, have marching band, concert/symphonic band, brass ensembles (brass choir, trombone ensemble, tuba ensemble, brass quintet), orchestra, and new music ensembles to perform in. You can also concentrate on performing lots of solo literature as wanted.

The other aspects of music - theory, history, literature are usually just as good at a more local university as at one of the more highly visible schools. In addition, many state schools will also get you the extra curricular activities most of us wanted when we attended.

If you are looking for a prestigious university, just look at the schools many of your heroes have attended for either undergrad or grad school. Most of us attended a MAJOR schoool for grad school and the undergrad school is a real hodge-podge.
