Several have mentioned that the Cerveny 701 I tried had better dynamic range than I experienced, and it has made me question my reaction to the instrument. In thinking back on it, I wonder what my reaction might have been with a different mouthpiece. I was using my Doug Elliott 132 2N T T6, which is a deep, funnel-shaped, open-throated mouthpiece. It's not much like the more cup-shaped and shallower PT-48 that sounds so good on my Miraphone. The Doug Elliott is perfect on the York Master, but the York has an easier response than a large rotary tuba. I should have tried the PT-48 on the big Cerveny. I had it with me, but didn't think of it at the time.
