Don't know what is best, but just want to mention that a sun screen lip balm might be needed for some conditions (like at altitude or maybe on the water, etc). Living at 5000+ feet I tend to be very aware of this, and use a SPF 30 and a hat when out in the sun. I have heard that some "regular" balms (without sun screen) can actually magnify the effects of the sun. Just something to consider....
