Up to a point. The mouthpiece position on the Alex is about two inches below that of the Hirsbrunner, based on the scientific measurement I made using that precise measurement tool--the end of my thumb up against the photo. But the mouthpiece on my Miraphone (with similar external dimensions and a higher leadpipe) is too high for holding the tuba in my lap, and I have to either rest it on a chair or (preferred) on a Tuba Rest. This instrument might actually put the mouthpiece at the mouth, instead of mid-forehead, when the tuba is actually on the lap.
