I was in a tuba clinic with a the principal tubist of the local symphony orchestra of my city, David Mayfield. He has worked under both Arnold Jacobs and Harvey Phillips. He told me that he uses a Conn Helleburg and recommends the Schilke 66 since it is a 1920s Conn Helleburg reproduction. He had talked a little about the Schilke 67 saying that you'd have to be rehearsing pretty heavily (much more time than usual)on it to get the sound you really want out of it: tone quality, clarity, color, and all.
