Tubist on "Orchestra!"

Part 2 of the "Orchestra!" videos with the late Sir Georg Solti and the late Dudley Moore introduces the brass section. The young tuba player, who sounds wonderful, appears to be playing a fairly small Alex F rotary tuba. He demonstrates his fundamental low F for Moore, and then plays pedal notes down from that, ending on a double low F! (Dudley Moore confirms that this note is two notes below the lowest A on the piano, and exclaims, "Don't ever do that again!") Later in the video, the tubist demonstrates circular breathing (called "rotary breathing" on the video) on an open C (second space on the staff), apparently effortlessly, and with a sound that is steady and pure.

The video of the PBS television program was issued in 1991, but it may have been filmed much earlier. The box credits the "Schlegwig-Holstein Festival Orchestra." Who and where is this orchestra (it appears to be a select youth orchestra), and who is the fine tubist?
