The "Harvard Tuba" was on display at the NeRTEC back in March, with a mouthpiece adaptor and a custom-made stand. As for its playing characteristics, the description above is accurate. Scroll down to the end of the "Nertec Photos" webpage for a picture if it doesn't show up here:

The first Hoffnung Interplanetary Music Festival recording also had a track featuring a sub-contrabass tuba, a different one, which was made for JP Sousa. It was discussed here a year or two ago; you might be able to find it in the archives.
