I think what you need more than advice over the Internet is advice from a teacher.

Look for a teacher who can be sympathetic with your musical goals, especially the kinds of music you want to play. Such a teacher can help you pick out the kind of tuba that will help you make the musical sound you want to make, and he or she can help you evaluate a particular instrument so you don't get stuck with a poor one.

By the way, I would not draw many conclusions about recording versus upright tuba bells from listening to recordings; the recording engineer makes much more of a difference.
