It sounds like you answered your problem in your own subject heading and didn't even realize it :)

If you are pushing and playing with too much fast, "cold" air, you would probably be playing with a very edgy and overbearingly blatty tone to the "un-tubed" ear. This would lead them to tell you that you were "putting too much air through the horn". However, tubaists would hear a sound which is lacking in rich, "warm" air and tell you that you're not putting enough air into the horn.

Possible solution - relax and visualize a much larger and plentiful airstream coming out of you when you play. Your sound will darken up and seem too "quiet" at first, but be patient and as you get used to it you will begin to notice that your sound is much more round and full. Less effort = bigger sound and more tone.
