Sure, using an F tuba in concert band works fine. As long as you're using the horn to fit the sound of the piece you're playing.....not just the tessitura.

For example....Warren Benson's "Wings"......the markings say "light and fleet." After one read-through, I could tell that the most important aspect to the performance of this piece was clarity and articulation, and not mass of sound. It sounded ok on a CC tuba, but sounded great on an F.

To contrast.....Lincolnshire Posy would not work on F. The piece needs that big sound on the bottom. Concert marches......if you're playing the 8va part, it would probably work really well. But not the 8vb, for sure.

This is all just my opinion, of course. But to me, the issue is......which horn makes the piece sound pretty good? Which one makes it truly come alive? Do some experimenting and change up at times and see if one works better than the other.
