It sounded to me like the first director was conflicted, in that he understood the importance of scales, but was allowing the urgency of a coming competition to overcome that sense of importance.
So, in response for asking for help in gaining clarity, the second guy dumps on him in a way that is highly unlikely to do anyone any good. It seemed to me that his motive wasn't to do any good, but to bolster his own self-image by putting the other fellow down.
And I love the question at the end, "if this is going to stir things up..." If he shows no more ability to relate to his students or to understand his own brusqueness than he shows in this exchange, then he ought to go back to full-time performance and leave the teaching to teachers.
