Not always. Last year when I was euph shopping I received an e-mail quote. The price changed my mind about what model I was prepared to buy. When I tried to order, the quote disappeared into "I don't know where that number came from".
It turned out well in the end. I stuck with the choice of euphonium - but ended up purchasing it elsewhere. I got a price which was lower than the "high" price, but a bit higher than the "now you see it, now you don't" price.
and...I'll never purchase an instrument from the first vendor again.
[but, I might price-shop there...if only for the amusement value]
