As known biases are very favourable towards the large Conn sousaphones. Not because of the short-stroke valves, but because of the sound. Our board-owner once wrote (quoted from my memory): The Conn 20K plays like a tuba, the Yamaha plays like a sousaphone.
So I guess I am not too far off in my biases. Hence this suggestion:
Get as many (or as few) Conn 20K's as possible within your timeline, and fill the section with Bach's/Yamaha's.
Statistically there always will some large and physically strong players, who can benefit from the better, but heavier, Conn 20K's. This benefit of the players will without restriction translate to a benefit for the band, which will get a stronger and fuller bottom line.
