You need to have that bracket that covers the 4th valve replaced. I'm sure you could contact a music store that sells Besson instruments or contact an above average instrument repair tech to get that accomplished. There is no need to repair the horn until that is done. That is a nice horn that will suit you well, but is needs a little tlc. At the very least you could rig the case with some padding that prevents the 4th valve from being pushed down when the horn is in the case. I have a Besson compensating baritone that doesn't come with the flitcher thingy (my technical term for 4th valve cover), but the case is formed so that it isn't needed. A Lot of 4th valves get damaged because people forget to put down the flitcher thingy, or because it is not tightened enough and it works itself loose while the horn is in the case.
