When I was faced with this question and living in White Rock, I took my son to Bellingham and he worked with the adjunct tuba teacher at Western Washington U. They have since gotten a full time professor working there, Carla Rutschman, and she is very good. I don't mean you won't find someone good around UBC or SFU, now, but in 1976 - 1980, this was the best thing to do. If the Vancouver Youth Symphony is still running, you may wish to contact them and see who is their tuba instructor. They used to have a very good program.
