Actually, you can make a small tuba sound large. For example, Chuck Dallenbach of Candian Brass sounded HUGE on his small 3/4 Yamaha C tuba. And I remember Kelly O'Brien mentioning that his medium size ensemble liked the sound he got on his 3/4 Yamaha F tuba because he made it sound huge.

P.S. And besides, you CAN make a big horn sound small, but if you're playing a MW 2165 in a quintet, that means you have to play mezzo piano the whole time in order to balance the ensemble, and that would be pointless if you're playing a passage requiring intensity; in which if you tried, you'll drown the other 4 players in the hall. Like Mr. Tony Clements said, a 4/4 would be an ideal horn, but like EVERYBODY ALWAYS SAYS, it's up to you if you like the sound, of what you want.
