For $1500 you won't be able top find too many rotary valved tubas I'm afraid. You can perhaps find a nice King 2341, however. They are nice big belled tubas with a glorious sound, although they are piston valves rather than rotors. They have a detachable bell with both upright and forward facing bells available. Don't discount piston valves automatically. I think many young students are attracted to rotors because they are different and are percieved to be better. There is a thread down below which debates the piston vs. rotor topic.
If you are really sold on rotary horns you may be able to find a St. Petersburg or a Czerveny around in that price range, but these horns are not very consistent and while there are good ones out there, there are also many lemons. Be sure to play it before you buy, or better yet have a teacher play it. Happy hunting, its always fun!
