Definitely start with your teacher's advice. The least I have seen a decent rotary valve horn for new is around $3000, for a Cervany 681. You may be able to find decent used rotary horns for as little as $2000, but more likely $2500 and up. Most used 4-valve tubas that you will find for around $1500 will probably need some work.

You could easily find good 3 valve horns for this price. Another option would be the Weril J680L. This is a 4 valve, front action, 3/4 size BBb tuba which I have seen listed new for around $1800 (check Dave Fedderly's web site at http://members.aol.com/bbctuba/). I haven't played this horn, but I have heard good things about it for the price.
