I think another factor to consider is that the majority of HS tuba players (and yes, I know there are exceptions) can't really get the most out of their instruments anyways. When I was in HS my tuba section had perantucci PT-1s. Now, that's cool and all, but still... I was certainly nowhere near being able to get the most out of that horn, and I was the principal. So I guess what I'm saying is, it's not so bad to outfit a HS tuba section with B-grade horns, because they'll probably sound about the same as they would on top-notch horns.
