Back in the 80's, North Carolina composer Ron Follas wrote a piece for David Lewis of the NC Symphony for, as he put it, virtuoso tuba and grade 4 band. Concertpiece for Tuba and Band is about 11 mins. long and is challenging for the professional tubist and quite managable by almost any HS band. (In fact, I have even performed it with a MS band) It has two cadenzas (one short at the beginning and a long one at the end), written in a slow/ fast/presto form, is quite lyrical and technical, and has an accompaniment that is well written for a grade four level (including a very nice sax solo). It also has a piano reduction.
I strongly recommend this piece for exactly what you are looking for. It is certainly not a novelty piece. I believe that it is available through the TUBA Press (or is it now ITEA Press?) or email me for the composer's phone number.
