Yup, you are right.

He never plays a low F on the tuba, and avoids notes that use the fourth valve. He plays in a jazz ensemble, and gets to choose which notes he plays.

But you have two choices. The first would be to play it fourth, which would of course be flat unless you pushed the slide. Or, you could play it 345, which is how you'd play the low F on a four-valve C tuba. Unlike on a C, it would be in tune, because the fourth slide would be tuned long.

So, the F would be 345, and the E would be 2345 or 24, whichever worked better. In return for these not-so-pleasing combinations, you avoid having to use the fourth valve at all in the "cash" register.
