Well, I am assuming that the ball is not put in so that it is really really tight. If it is put in there with just about enough pressure so that it just keeps the edge of the rim of the bell from contacting the end of the case, the compared to any impact, the force due to the ball willl be neglible. When there is an impact, the force is transfered from the case to the ball to the bell throat (or at least a much less flaired section of the bell). At this part of the bell, it is much stronger and can withstand a much greater force than the rim can. Also, the ball will act as a shock absorber, as the air will compress upon impact, lowering the impulse transmitted to the tuba's bell.

This is probably better explained by a simple picture, but hopefully this will suffice.
