I'm working on a 3+1 Besson CC comp (the 4th was added later) for a friend; removing dents, etc. acquired when it was stolen.

The added noncompensating 4th valve tunes to F and the arrangement makes great sense, as the 123 F# is only a bit sharp and can be lipped easily. The horn's not stuffy at all.

It seems like you're saying that a compensating instrument involving 3 valves, with a noncompensating 4th valve may be a better setup than a 4v compensator. Interesting!

The downside is that it's a top action model, which presents problems for me, as my left eye vision is pretty rotten. I have to hold it waay over to my right side to see around it. Fortunately, it's not a big instrument and I could probably get used to holding it that way.
