I suggest considering buying a tuba rather than a sousaphone. You can find many good 3 valve 3/4 or 7/8 sized BBb tubas for around $1000. Check the shops listed on this site for a start. A sousaphone can be used in a concert band setting, but an upright tuba is generally preferred. Sousaphones are considered more specialized and unless he is going to be doing a lot of marching, I believe that a tuba would be more useful.
