My experience has borne out these points 1) the condition of the valves is as important as anything to make a horn play in tune 2) if the instrument is flat overall, I look for the most cylindrical tubing in the horn if I need to cut it 3) if it is an antique tuba, ie., made before 1920, the pitch is likely to be a challenge, no matter what you do with it.
