Personally, I'd let the half-match in lacquer be the repair--a skillful technician can do a very good job with coloring and this would avoid thinning the brass by buffing, which is required for a complete relaquer or plating.

Bright silver has the advantage that should a repair need to be done, it's much easier to match than any matte finish.

See if you can pony up a little extra and get the plater (I'm assuming it's Anderson) to make the plating thicker for more wear resistance. You don't want to have to replate the horn later. If memory serves, standard practice is only about 6 microns or so (a human hair is about 60 microns in diameter). The old timey jobs were much thicker than that.

Stay away from gold--it'll wear too quickly.
