Willson CCb Tuba????

I ran into a listing on p. 585 of my Tuba Source Book that I was looking through for a CCb tuba by Willson. This does not appear to be a mis-print since the regular CC is the next instrument listed. This CCb tuba is listed as model 3000, a 4/4 sized 4 piston + 1 rotor with 18" bell and .710 bore. List price is $7875.

So, I'm basically wondering what a CCb tuba is, why you would want a horn pitched in CCb, and what you would use this for. Has anyone played one? Willson is the only company listed as making a CCb.

While we are on the subject of horns with odd keys, are Eb (not EEb) and Bb (again, not BBb) horns generally used overseas (i.e. Europe) for brass band type things? Would a horn is one of those keys be more of a tuba or a euphonium? It seems to me that the book only lists tubas, but that a horn is Bb would actually be a euphonium/baritone.
