I can't imagine "not" using all four fingers on the e-bass. I'm a tubist primary and have been a secondary e and sting bassist for the last 20 years. I have "never" met any players who didn't and can't use their 4th finger. Millions of e-bassists and guitarists have learned to use all four fingers. I'm sure that you have learned to use your fourth finger on the tuba. You can do it. It's not that hard.
