My guess if you knew how far out-of-tune "10 cents" really is, you would narrow the quantites that you are mentioning in your explanation.

Further, I don't believe that it's a good idea to tune out-of-tune "now" to possibly be in-tune "later". This reminds me of buying a too-big suit of clothes for a 12-year-old boy. By the time the suit "fits", the pant legs are too short, the coat chest is too big, and there are stains and threadbare areas throughout.

We might give violinists a bit of credit. After all:

1/ Their instruments are capable of being played in-tune 100% of the time, and their tuning touch-ups are just as easy as tuba tuning touch-ups.
2/ Quite a few working violinists can play circles around quite a few working tubaists.
