one thing that has helped me with that stubborn range on the F, is to work my way up from the pedal. The pedal is way easier than a 5th above it....start with the pedal, which has your lips really quite relaxed, and work your way up in half steps. I find I can play all those notes now, but not on demand. Patience is a virtue. And F tubas don't like to have air "forced" in them. At least mine doesn't...
