First of all, there's no such thing as "brass poisoning". Some people are allergic to brass and react to it with a rash at the contact location. There are people who react the same way to silver and gold too, it's just much more rare.
The cost and quality of refinishing and replating a mouthpiece varies considerably depending on the current condition, any previous replating that has been done, the expertise of the person refinishing, and quality and thickness of the silver replating. "Refinishing" usually involves light sanding and buffing of any pits, scratches and dents, being careful to retain the original contour and size. It's really easy for a not-so-careful person to overdo it and change the rim shape.
Most repair shops would buff it and send it to Anderson Plating in Indiana. I don't know what the average charge would be. I charge $25-$50 depending on how much work it takes to smooth it out to an acceptable finish.
