The Rubank book is good, but the Hal Leonard book is my favorite (among the "Middle School Method Books"). It has lots of very nice scale and etude exercises and a good section by Jacobs in the back. Typically used by Middle Schools and early High Schools, but I think that it is often overlooked by "recovering" tuba players.
Good luck getting back "into" the Tuba.
