I never thought about it that way, but it makes a lot of sense. In the same way, my five-valved F tuba is really a double tuba in F and C, where the F side has three valves, and the C side has one. Valves 1, 2, and 3 are the valves for F tuba, and the fifth valve is like the first valve on a C tuba. The only times I use it that way, however, are when I need to manage fingerings to make, say, a trill easier. In the low register, we just pile valves on top of each other however they work. Your explanation makes the notion of a six-valve F tuba more sensible to me.
