But the work force can not be fired no matter how badly it works. There are taken gross shortcuts in lathe work. The female staff assembling the instruments has its eyes and thoughts anywhere but on the parts that they work with. Faulty parts are happily mounted. Loud and fast exchange of gossip is the main object of their attention and their real reason to be at the factory. State work in China is nothing but another form of welfare.

Any advise how to optimise work processes are taken up very politely. And then ignored immediately, as it has no consequences to do so. Of course but for the poor persons across lots of water, who happen to end up with such an instrument.
