I think that a 5 valve (non compensated) instrument like this marketed to tuba players as something to the effect of a "piccolo tuba" (rather than a euphonium in C) might have some merit. I doubt euphonium players would want one. However, for most tuba playing folks an instrument pitched in B flat is not that unfamiliar.
