Having served with a NG unit where we used King BBb 3v recorders the thought of new 4v anything is enough to make you droul. The unit I served with has since been giving the same purchase option as you. They mistakenly did not ask enough question like you are doing. They purchased four nickle plated St. Petes based completely on price.

A NG Band needs to provides the instrument that will meet its average soldiers abilities. That will always be a BBb horn. The all have BBb Sousaphone for the march so CC's F's or Eb shouldn't even be considered. A horn that will see better care than any level of school horn, but not the same care as a personnally owned instrument. NG Bands play outside quite often, even in concert formations, when a big bottom brass sound is needed and enjoyed. Also it is a military band, good brass is enjoyed. The Mirphone 1291 or 186 or MW25. I would not be afraid to mix the types of horns from a small 4/4 to the MW Fafner. The sound will be their in the concert setting, but you will still have several horns to select from ensemble work.

The last issue to consider is the quality of the player that enlists is not always consistent with what has been available in the past or currently serving. You need the horn that will have the 20-25 years staying ability in a pack-em up and move-em out environment.
