Well...
If a player can only play down to EEb then there is standard repertoire that he *cannot* play, and that's a problem if he has professional aspirations (Prokofiev 5 has a Db, if I'm not mistaken).
Besides, I found personally that by working on my extreme low register and pedals I was able to play the Eb's and F's a lot more fully and consistantly. The more you can solidify your *very low* range, the better your *low* range will become.
As for what will compliment the ensemble best, I'd say it's best not to presume to know better than the composer. Usually if a composer writes WAY down there it's an indication that he knows what the tuba can do.
