It is the formal granting of permission for one's likeness to be used publicly. Private individuals retain the right to restrict use of their visage. When a person becomes a public figure, this right diminishes, and most court cases on the subject revolve around whether the person is a public figure. If my book Photography and the Law is correct, the band director would be well on the private side of that line.

Were I to submit stock photos to a stock photo agency for sale to graphic artists, the model release would be a requirement for any recognizable persons in the image.
