Well, it's both. In British brass bands (Salvation Army, included) the tubas (BBb and Eb) traditionally read mostly transposed treble clef parts. In standard U.S. band (and most orch) music an Eb tuba would read bass clef using the appropriate fingering.
Is that confusing enough?
